On August 28, 2024, PetroVietnam Technical Services Corporation (PTSC) and Sembcorp Utilities Pte. Ltd. (SCU) of Singapore held the Awarding Ceremony for the Wind & Metocean Measurement Services and Geotechnical Desktop Study of Vietnam – Singapore Offshore Renewable Energy Export – Import project. The ceremony took place at the Capitol Kempinski Hotel in Singapore.
The Offshore Renewable Energy Export–Import Project from Vietnam to Singapore is one of the strategic cooperation projects between the two nations in the field of clean energy. It was initiated in early 2023 when both parties signed the Joint Development Agreement (JDA) to collaborate on the investment and export of clean power to Singapore from offshore renewable energy sources in Vietnam. This agreement was part of Vietnam Prime 's official visit to Singapore. The project is also a pilot initiative by the Vietnamese government in the field of offshore wind power, contributing to the goal of reducing greenhouse gas emissions and enhancing national and regional energy security. The project is being implemented in cooperation between PTSC - A member of the Vietnam Oil and Gas Group, and SCU - A subsidiary of the Sembcorp Group, both of which are leading companies in the energy and technical services sectors in Southeast Asia.
About the Award Packages
This is a critical component in the preparation and implementation of the Offshore Renewable Energy Import-Export Project from Vietnam to Singapore. Its purpose is to ensure the success of the project by providing accurate and comprehensive data on the natural and technical conditions of the project area. The measurement and study work will include collecting data on wind speed, wind direction, and wind intensity at various heights; metocean measurements such as sea waves, currents, sea levels, etc. The packages will involve geological and geotechnical desktop study, assessments of offshore wind power potential, and the identification of advanced technologies for developing offshore wind power systems. The measurement and study process will be conducted by leading domestic and international experts, ensuring the highest levels of accuracy and efficiency.

The successful execution of these award packages will provide the foundational database for the engineering, construction, and operation of the offshore wind farm in Vietnam, with a capacity of 2.3 GW.
