In the development of Vietnam’s oil and gas industry, exploration and production (E&P) have been core activities, significantly contributing to achieving the goals, plans, and strategies of the Petrovietnam and the nation as a whole. Accordingly, Petrovietnam prioritizes investments in exploration and production activities. In alignment with Petrovietnam’s strategic direction, the Petrovietnam Technical Services Corporation (PTSC) has actively expanded services in traditional oil and gas sectors. As a key technical services provider, PTSC has established a strong reputation for excellence through numerous successful domestic and international projects.
In 2023, PTSC secured key contracts for upstream and midstream development for Vietnam’s national priority Block B gas-to-power Project. PTSC also won contracts from U.S.-based Murphy Oil for the Lac Da Vang Offshore Project, covering EPC (engineering, procurement, and construction) services for a central processing platform (CPP) and an FSO unit.
Transition to Offshore Renewable Energy (ORE):
PTSC has made significant strides in renewable energy by securing contracts for the fabrication and delivery of 33 offshore wind foundations for the Greater Changhua 2b & 4 project in Taiwan. This marked Vietnam’s first large-scale offshore renewable energy export contract. The project, now 98% complete, will soon deliver the first offshore wind foundations, a milestone for Vietnam in global offshore renewable energy supply chains.
Following this success, PTSC won additional contracts for larger-scale offshore wind foundation projects in the Asia-Pacific region and began fabrication of four offshore substations (OSS) for the Baltic Sea, Europe’s largest offshore wind power initiative. To commemorate these achievements, PTSC will host a series of events on December 1, 2024, at its fabrication and logistics hub in Vung Tau city.

Detailed Project Overviews:
1. Block B Gas-to-Power Project:
This project aims to produce approximately 5.06 billion m³ of natural gas annually over 20 years, playing a pivotal role in ensuring energy security and meeting Vietnam’s COP26 commitments for carbon reduction. PTSC has been entrusted with major EPC contracts for upstream and midstream developments, with construction set to conclude by 2027.
2. Lac Da Vang Oil Field Development:
Located off Vietnam’s southeastern coast, PTSC will supply a central processing platform and an FSO unit for Murphy Oil’s Lac Da Vang project. Scheduled for operation by late 2026, this project reinforces PTSC’s expertise in offshore oil field services.
3. Greater Changhua 2b&4 Offshore Wind Project:
A 920 MW project in Taiwan, this marks Vietnam’s first large-scale offshore wind export for 33 foundations. To date, 22 foundations have been completed and the first shipment of 4 foundations has been loaded out and ready to deliver to Taiwan.
4. Future Offshore Renewable Energy Contracts:
PTSC has secured further contracts for offshore wind foundations and prioritized supplier agreements, emphasizing Vietnam’s expanding role in the global offshore renewable energy sector.
5. Baltica Offshore Substation Project:
The Baltic Sea’s 2.5 GW offshore wind project, led by a partnership between PGE - the largest power supplier in Poland and Ørsted - a global pace setter in offshore wind investment and development. With a total capacity of 2.5 GW, it will be the largest offshore wind project in the Baltic Sea and one of the largest in the world. PTSC will fabricate four OSS units, demonstrating Vietnam’s growing capabilities in supplying advanced renewable energy infrastructure to international markets.
These projects reinforce PTSC’s commitment to advancing Vietnam’s energy transition and contributing to the national Power Development Plan VIII. By enhancing local industrial capabilities and creating a comprehensive ecosystem for offshore renewable energy in the Southeast region, PTSC is setting new global standards in energy services.
